The 489 series was introduced in 1971 as a vehicle based on the 485 series with modifications to allow passage between Yokokawa and Karuizawa on the Shinetsu Main Line.

As the number of trains increased, the same design changes were made as for the 485 series, and from 1972, a group with KuHa 489 200 and 600 series trains as the lead cars were manufactured.

As per its origins, this series was used on the Shinetsu Main Line express trains that passed through Usui Pass and connected Ueno, Nagano, and Kanazawa, as well as on the Hokuriku Main Line express trains 'Raicho' and 'Shirasagi' together with the 485 series.

• The driver's side of the 489 series 600 series is equipped with a TN coupler in preparation for coupling with the EF63 series, and a dummy coupler is included for replacement

• Each coupling side is equipped with a TN coupler (SP) with piping as standard
